إشكالية العلاقة بين الدبلوماسية العامة والدبلوماسية الثقافية: رؤية تحليلية The Problematic Relationship Between Public Diplomacy And Cultural Diplomacy: An Analytical Vision

Résumé: ملخص لقد شغلت طبيعة العلاقة بين الدبلوماسية العامة والدبلوماسية الثقافية تفكير العديد من الباحثين والمفكرين والمنظرين والسياسيين، فقد نظر البعض إلى الدبلوماسية الثقافية على أنها أحد عناصر الدبلوماسية العامة، ونظر آخرون إلى أن الدبلوماسية الثقافية كيان مستقل بشكل تام عن الدبلوماسية العامة، كما ذهب البعض إلى وجود عناصر مشتركة بين كل من الدبلوماسية العامة والدبلوماسية الثقافية والعلاقات الثقافية الدولية، وطبيعية هذه الإشكالية قد أخذت تتبلور نتيجة لظهور القوة الناعمة، وتحديدًا أثناء الحرب الباردة، وما عقبها من دمج الدبلوماسية الثقافية كأحد عناصر الدبلوماسية العامة في الولايات المتحدة الأمريكية، وبعد تقديم آراء المفكرون والباحثون والتطور التاريخي للدبلوماسية الثقافية ومسمياتها وارتباطها بالدبلوماسية العامة والقوة الناعمة، أمكن للبحث الحالي التوصل إلى أن الدبلوماسية الثقافية تعد أحد عناصر الدبلوماسية العامة؛ وذلك نظرًا لطبيعة القوة الفاعلة، حيث أصبحت الدبلوماسية الثقافية والعامة آليات للمنظمات الحكومية تشارك فيها القوى المدنية، وهو على النقيض تمامًا من المنظور القديم للدبلوماسية الثقافية . Abstract The nature of the relationship between public diplomacy and cultural diplomacy has occupied the thinking of many researchers, thinkers, theorists, and politicians. Some viewed cultural diplomacy as one of the elements of public diplomacy, and others viewed cultural diplomacy as a completely independent entity from public diplomacy. Some also argued that there are elements Common to public diplomacy, cultural diplomacy, and international cultural relations, the nature of this problem began to crystallize as a result of the emergence of Soft power, specifically during the Cold War, and the subsequent integration of cultural diplomacy as one of the elements of public diplomacy in the United States of America, After reviewing the opinions of thinkers and researchers, the current research was able to conclude that cultural diplomacy is one of the elements of public diplomacy. This is due to the nature of effective power, as cultural and public diplomacy have become mechanisms for governmental organizations in which civil forces participate, which is in complete contrast to the old perspective of cultural diplomacy.
