التغيرات الطارئة على العلاقات الدبلوماسية دراسة على ضوء اتفاقية فيينا للعلاقات الدبلوماسية لسنة 1961

Résumé: تناولت هذه الدراسة مسألة هامة تتعلق بالتغيرات التي تطرأ على العلاقات الدبلوماسية، فرغم الأهمية البالغة للتمثيل الدبلوماسي الدائم في تحقيق مصالح الدول إلا أنه أحيانا يعتري هذه العلاقة متغيرات تعتبر في كثير من الأحيان انعكاس للأزمة التي تمر بها العلاقات بين الدول. وفي هذا الإطار يمكن القول أن التغيرات التي تطرأ على العلاقات الدبلوماسية تتفاوت من حيث خطورتها أو آثارها على العلاقات بين الدولتين المرسلة والمستقبلة، فمنها ما يدل على توتر عابر، ومنها ما يدل على انهيار عميق لتلك العلاقات بما يرتب مغادرة البعثات الدبلوماسية للدول المعنية كقطع العلاقات الدبلوماسية. لذلك يعتبر هذا الموضوع من المواضيع ذات الأهمية والحساسية في مجال العلاقات الدبلوماسية، ورغم هذه الأهمية نجد أن اتفاقية فيينا للعلاقات الدبلوماسيةلم تتناول بالتفصيل هذا المتغيرات التي تطرأ على العلاقات الدبلوماسية وخاصة قطع العلاقات الدبلوماسية، كما لم تتناول بالتفصيل أيضا للآثار المترتبة على هذه المتغيرات This study dealt with an important issue related to the variables that occur in diplomatic relations, despite the critical importance of permanent diplomatic representation in achieving the interests of states, but sometimes this relationship is subject to variables that are often considered a reflection of the crisis experienced by relations between states. In this context, it can be said that the changes that occur in diplomatic relations vary in terms of their danger or effects on the relations between the sending and receiving countries. . Therefore, this topic is considered one of the topics of importance and sensitivity in the field of diplomatic relations, and despite this importance, we find that the Vienna Convention on Diplomatic Relations did not address in detail the changes that occur in diplomatic relations, especially the severing of diplomatic relations, nor did it address in detail the effects of these variables.
