دور بطاقة الأداء المتوازن في قياس وتقييم الأداء الإستراتيجي دراسة حالة قطاع خدمة الهاتف النقال في الجزائر

Résumé: تهدف الدراسة إلى معرفة مدى شمولية ومنفعة تطبيق نموذج بطاقة الأداء المتوازن كمغير مستقل في قياس وتقييم الأداء الإستراتيجي لدى شركات قطاع خدمة الهاتف النقال في الجزائر، وذلك منخلال تحديد مكونات ومستويات الأداء الإستراتيجي الذي يشكل المتغير التابع في هذه الدراسة، والمقاييس التي يتكون منها كل مكون من مكوناته التي تم قياسه من خلالها. وقد إستخدمت الدراسة المنهج الوصفي التحليلي، الذي يقوم بوصف الظواهر والأحداث موضوع الدراسة، كما تم إستعمال أسلوب دراسة حالة، بوصفه منهجا يساعد على تحديد وتحليل مشكلات الدراسة. وقت توصلت الدراسة إلى العديد من النتائج، أهمها إثبات صحة جميع فرضيات الدراسة، وأن لدى شركات قطاع خدمة الهاتف النقال معرفة بمفاهيم الأداء الإستراتيجي، وإرتفاع درجة وعيهم بأبعاد بطاقة الأداء المتوازن، وأن هناك تكامل قوي بين التخطيط الإستراتيجي وتحليل (SWOT) وإعداد بطاقة الأداء المتوازن. بالإضافة إلى ذلك توصلت الدراسة إلى أن تطبيق البطاقة من شأن أن يتيح للمؤسسات الإقتصادية معرفة خارطة طريق تكون محل التنفيذ، وتحدد لهذه المؤسسات أين يجب أن تركز طاقاتها، وأولوياتها ومواردها ضمن أقسامها ووحداتها المختلفة. وقد أوصت الدراسة بضرورة سعي شركات قطاع خدمة الهاتف النقال إلى تبني هذا النموذج وتطبيقه بشكل متكامل، حيث يفر تطبيق هذا النموذج الأدوات الملائمة لإدارة الأداء الإستراتيجي، كما توصي الدراسة بضرورة تهيئة الظروف اللازمة لتفعيل عملية التطبيق، وذلك إذا أرادت هذه الشركات تقييم أنفسها والعمل على تحقيق أداء إستراتيجي يمتاز بالديمومة. This study aims to determine the comprehensiveness and utility of applying the Balanced Scorecard model as an independent variable in the measurement and evaluation of the strategic performance of the mobile service sector companies in Algeria. Through the identification of strategic components and performance levels Which is the dependent variable ,And the measurements that each component consists of which it is measured. The study used descriptive analytical method Which describes phenomena and events of the study, A case study was also used as a methodology to identify and analyze study problems. The study found many results,The most important: we Validate all hypotheses of study, and we found that mobile operators have a knowledge of the concepts of strategic performance, and high level of awareness of the dimensions of the balanced performance card, and that there is a strong integration between the strategic planning and analysis (SWOT) and the preparation of Balanced Scorecard. In addition, the study concluded that the application of the Balanced Scorecard would enable the economic companies to know a roadmap to be implemented, and identify these companies where they should focus their energies, priorities and resources within their various sections and units. The study recommended that the companies of the mobile service sector must adopt this model and its application in an integrated manner,The application of this model provides appropriate tools for strategic performance management. Also, The study recommends that the necessary conditions should be provided to activate the application process, if these companies want to evaluate themselves and work to achieve strategic performancesustainable.
