استخدام بطاقة الأداء المتوازن وتحليل سوات Swot في تطوير التخطيط الإستراتيجي دراسة حالة قطاع الهاتف النقال بالجزائر

Résumé: تعد بطاقة الأداء المتوازن إحدى أهم وأحدث أدوات تقييم الإستراتيجية، حيث أنها تقود المؤسسـة إلى تحليـل أدائها على أساس رؤيتها وأهدافها الإستراتيجية، وذلك لكونها تعتمد على أربعة أبعاد أساسية تتضمن المقاييس المالية وغير المالية. وعليه فإنه لابد على المؤسسة من أن تقوم بدراسة وتحليل المتغيرات البيئية بواسطة تحليل سوات SWOT. حيث تهدف هذه الدراسة إلى التعرف على مدى كفاءة وفعالية استخدام بطاقة الأداء المتوازن وتحليل سوات SWOT في تطوير التخطيط الإستراتيجي، كما تهدف هذه الدراسة إلى إبراز مدى إمكانية تطبيق نموذج بطاقة الأداء المتوازن في قطاع الهاتف النقال. وقد أثبتت النتائج أن استخدام هذه البطاقة في قطاع الهاتف النقال يعمل على تطوير التخطيط الإستراتيجي. Balanced Scorecard is one of the most important and the latest strategic assessment tools, as it leads the institution to analyze its performance on the basis of its vision and strategic objectives, as it is based on four basic dimensions including financial and non-financial standards. Therefore, the institution must study and analyze the environmental variables by SWOT analysis. The objective of this study is to identify the efficiency and effectiveness of the use of Balanced Scorecard and SWOT analysis in the development of strategic planning, this study also aims to highlight the applicability of the Balanced Scorecard model in the mobile sector. The results show that the use of this card in the mobile sector works to develop strategic planning.
