تحليل وقياس درجة استقلالية بنك الجزائر وفقا لمؤشر القانون والمساءلة خلال الفترة 1990-2017

Résumé: تهدف هذه الدراسة إلى إبراز موضوع استقلالية البنوك المركزية التي تحظى بأهمية كبيرة في الدراسات الاقتصادية، من خلال رفع الضغوطات والأوامر السياسية لتمكين البنوك المركزية من ضمان الاستقرار النقدي، وفي ضوء ذلك حاولنا تحليل وقياس درجة استقلالية بنك الجزائر وفقا لمؤشر القانون والمساءلة (منهجية Jacome). ولتحقيق هذا الهدف اعتمادنا على المنهج الاستنباطي بأداتيه الوصف والتحليل من خلال مناقشة استقلالية بنك الجزائر عبر قانون النقد والقرض وأهم التغييرات والتعديلات التي طرأت عليه، حيث توصلت الدراسة إلى أن درجة استقلالية بنك الجزائر متوسطة نسبيا وفقا لمؤشر القانون والمساءلة، كما أن أعلى درجة استقلالية له كانت في الأمر 10-04 المعدل والمتمم للأمر 03-11 This study aims at highlight the issue of the independence of central banks, which is of great importance in economic studies, by removing political pressures and orders to enable central banks to ensure monetary stability. In this light, we tried to analyze and measure the degree of independence of the Bank of Algeria according to the law and accountability index (Jacome methodology). In order to achieve this objective, we used the deductive approach by its tools: description and analysis by discussing the Independence of the Bank of Algeria through the Monetary and Loan Law and the amendments thereto. The study concluded that the degree of independence of the Bank of Algeria is relatively medium according to the law and accountability index, the highest degree of independence was in the order 10-04 amending and supplementing the order 03-11 related to Monetary and Loan Law.
