دور صندوق الزكاة في تمويل المشاريع المصغرة دراسة حالة صندوق الزكاة لولاية بسكرة

Résumé: تهدف هذه الدراسة إلى محاولة معرفة مدى مساهمة صندوق الزكاة في تمويل المشاريع الاستثمارية المصغرة بالاعتماد على صيغة القرض الحسن، وهذا بالإسقاط على ولاية بسكرة خلال الفترة الممتدة من سنة 2008 إلى سنة 2018، حيث تم التطرق إلى مختلف الجوانب المتعلقة بصيغة القروض الحسنة وكيفية الاستفادة منها، ثم تحليل مختلف الإحصائيات خلال فترة الدراسة، وقد تم التوصل إلى أن هذه القروض ساهمت في فتح عديد الورشات الإنتاجية لكنها ليست بالمستوى المطلوب نظرا لضعف الحصيلة الزكوية، وعليه توصي الدراسة بضرورة العمل على زيادة هذه الحصيلة وتوضيح الرؤية الفقهية فيما تعلق باستثمار أموال الزكاة نظرا للدور المنتظر منها في المساهمة في تحقيق التنمية المستدامة. The present study attempts at understanding how the alms funds contribute in financing the micro investment projects . This depends on the interest-free loan regarding the case of Biskra during the period between 2008 and 2018. The different sides that are concerned wih the interest- free loan and how to benifit from them . We have also analysed the data collected during the study. Then ,we came to claim that the alms contributed in starting up new production workshops although it was not as wanted. This is due to the lack of the sums of the alms. Thus, the study emphasizes that there should be much work on making the sums bigger and to show a clear religious viewpoint on investing the alms money and its role in promoting the sustainble development.
