تجربة الإدارة الإلكترونية وانعكاساتها على هيئات الضمان الاجتماعي في الجزائر - بطاقة الشفاء كنموذج -

Résumé: ملخص: أصبح التحول نحو الادارة الالكترونية توجها عالميا يشجع تبني نظام الخدمات الالكترونية من بينها الخدمة العمومية الالكترونية ، والجزائر من بين الدول التي سعت لتبني هذا النظام في جميع المجالات لاسيما مؤسسات الضمان الاجتماعي التي تمس بالنظام الاقتصادي للدولة. ولعصرنته قامت باستحداث تقنية " بطاقة الشفاء" بموجب القانون رقم 08/01 المؤرخ في 23 جانفي 2008 المتعلق بالتأمينات الاجتماعية هذه الأخيرة كانت انعكاساتها واضحة في مجال تحسين خدمات الضمان الاجتماعي. Abstract: The shift towards electronic management has become a global trend that encourages the adoption of the electronic services system, including the electronic public service, and Algeria is among the countries that have sought to adopt this system in all fields, especially the social security institutions that affect the economic system of the state. In order to modernize it, it developed the “Healing Card” technology according to Law No. 18/01 of January 23, 2008 related to social insurance. The latter had clear repercussions in the field of improving social security services.
