الإخراج الذكي لنشاطات الموارد البشرية : معايير الاختيار والأسئلة المفتاحية

Résumé: تهدف هذه الورقة البحثية إلى دراسة تطور استراتيجية إخراج الوظائف في المنظمات الحديثة نحو ممارسة إخراج نشاطات الموارد البشرية باعتبار هذه الأخيرة أحد الاتجاهات الحديثة لإدارة الموارد البشرية في ظل توسع نطاق هذه الوظيفة خارج المنظمة. توصلت الدراسة إلى أن الإخراج الكلي أو الشبه الكلي لنشاطات الموارد البشرية هو أمر غير ممكن باعتبار أن بعض النشاطات الحساسة كالحوار الاجتماعي لا يمكن أن يقوم بها مقدم خدمات خارجي نظرا لعدة عوائق أهمها ضعف الرابط الاجتماعي بين المنظمة ومتعاونيها مما يحتم على المنظمة القيام بها دون الاستعانة بمصادر خارجية، كما أن نجاح مشروع الإخراج واتخاذ قرار بشأنه يتطلب طرح العديد من الأسئلة المفتاحية وفقا لثلاثة معايير أساسية : معيار الانتماء إلى قلب المهنة، معيار أداء نشاطات الموارد البشرية وأخيرا معيار التكلفة الكاملة. This paper aims to study the evolution of the outsourcing strategy in modern organizations towards the practice of outsourcing HR activities considering the latter as one of the new practices of HRM in the era of scope of this function outside the organization. The study detected that the total or almost total outsourcing of HR activities is not possible considering that certain sensitive activities such as social dialogue cannot be carried out by an external service provider due to various obstacles, the most important of which is is the weakness of the social link between the organization and its employees, which forces the organization in this case to do without outsourcing. In addition, the success of the HR outsourcing project and the decision on it require asking many key questions according to three selection criteria: belonging to the core HR business, the level of performance of HR activities, and finally the level of transaction costs (Full cost of HR activity).
