تقييم التمويل المهيكل من طرف الدولة في إنشاء المؤسسات الصغيرة والمتوسطة
Résumé: تهدف هذه الدراسة إلى إبراز دور المؤسسات الصغيرة والمتوسطة في الاقتصاد الوطني من خلال مساهمتها في تحقيق التنمية المحلية، لما تقدمه من مناصب شغل وخلق روح المبادرة والابتكار، والجزائر على غرار دول العالم عملت على الاهتمام بقطاع المؤسسات الصغيرة والمتوسطة، من خلال سن ترسانة من القوانين والتشريعات لتنظيم القطاع والنهوض به، ومن بين الإجراءات التي اعتمدتها الدولة، إنشاء هيئات متخصصة لتمويل المؤسسات الصغيرة والمتوسطة على غرار ANSEJ، ANDI ... . وجاءت هذه الدراسة لمعالجة مدى مساهمة التمويل المهيكل في إنشاء المؤسسات الصغيرة والمتوسطة في منطقة تقرت، عن طريق آليات الدعم المالي المهيكلة من طرفها محصورة بين وكالة الدعم وتشغيل الشباب، ووكالة تسيير القرض المصغر، ووكالة الصندوق الوطني للتأمين عن البطالة وهم من يجسد محور دراستنا التطبيقية، رغم هذه الجهود لا تزال مساهمة القطاع في توفير مناصب شغل منخفضا نسبيا، فضلا على أنها لا تزال تواجه العديد من الصعوبات والتعقيدات لاسيما فيما تتعلق بالتمويل. This study aims to demonstrate the role of small and medium enterprises in the national economy through their contribution in achieving the local development, for they create job opportunities, encourage innovation and initiativ , Algeria –alongside with the world countries- took care of small and medium enterprises sector, by setting couple of laws and rules in order to organize and grow this sector, amongst the procedures the state has implemented is creating committees specialized in funding those small and medium enterprises such as ANSEJ, ANDI … However, this study deals with the contribution range of the structured funding in creating small and medium enterprises within the area of Touggourt through the structured financial support mechanisms which are the Agency of Supporting and Youth Employment, the Agency of Managing the Diminutive Loan and the Agency of the National Funding for Unemployment Insurance, and these are the base of our practical research, despite all these efforts, this sector is still able to contribute only with a low ratio in job opportunity creation, as well as it is facing plenty of difficulties and complexities especially as it relates to funding.
