التدخل العسكري في ليبيا بين التبريرات المعيارية ولعبة المصالح

Résumé: ملخص: تسعى هذه الدراسة لتسليط الضوء على آثار التدخل العسكري في ليبيا والذي أثار جدلاً وانتقاداً كبيرين، بسبب الإجراءات المتناقضة التي اتخذها حلف الناتو بين مبدأ حماية المدنيين وهدف إسقاط نظام القذافي. حيث يرى البعض أن هذا التدخل قد تمت شرعنته وغذته خطابات حلف الناتو من أجل تحقيق مصالح القوى الغربية. وخلصت الورقة إلى أن تدخل الناتو في ليبيا، تحت مظلة قرار مجلس الأمن الدولي 1973 يخفي الكثير من الأهداف السياسية والمصالح الاقتصادية يقتضيها التنافس على المناطق الحيوية في القارة الإفريقية. الكلمات المفتاحية: خطاب الهيمنة، التدخل الإنساني، مبدأ مسؤولية الحماية، التدخل العسكري في ليبيا. Abstract: This study seeks to shed light on the effects of the military intervention in Libya, which was highly controversial and criticized, due to the contradictory measures taken by NATO between the principle of protection of civilians and the goals of overthrowing the Gaddafi regime. Where some see that this intervention has been legitimized and fueled by NATO discourses in order to achieve the Western power sinterests. This paper concluded that NATO’s intervention in Libya, under the umbrella of Security Council resolution 1973, conceals many political goals and economic interests required by competition over vital areas in the African continent.
