الاتجاهات المستقبلية للتنمية الصحية في الجزائر- توقعات 2050- دراسة تحليلية بولاية سطيف

Résumé: تتناول هذه الدراسة موضوع "الاتجاهات المستقبلية للتنمية الصحية في الجزائر-توقعات 2050- دراسة تحليلية بولاية سطيف"، حيث تهدف إلى استشراف مستقبل التنمية الصحية في الجزائر في ضوء التحولات الديموغرافية والاجتماعية المتوقعة حتى عام 2050. انطلقت الدراسة من تحليل الإشكالية المتعلقة بواقع القطاع الصحي في الجزائر، مع تسليط الضوء على ولاية سطيف كنموذج تطبيقي. اعتمدت الدراسة منهجية تحليلية متعددة الأبعاد، شملت مراجعة شاملة للدراسات السابقة ونظريات النمو السكاني، واستندت إلى مصادر بيانات موثوقة مثل الإحصاءات الوطنية، المسوح العنقودية، وتقارير مديرية الصحة، كما استخدمت تقنيات استشراف المستقبل مثل برنامج الطيف الديموغرافي (SPECTRUM) لتوقع السيناريوهات السكانية والصحية المستقبلية. ناقشت الدراسة محاور رئيسية تشمل تطور النمو السكاني في الجزائر، مراحل السياسات الصحية منذ الاستقلال، وتحديات القطاع الصحي في مواجهة الأمراض المزمنة والجائحات مثل كورونا. كما ركزت على مؤشرات التنمية الصحية، مثل معدلات الوفيات، الصحة الإنجابية، الإنفاق الصحي، ومتوسط العمر المتوقع، إلى جانب دراسة إمكانيات الرقمنة الصحية ودورها في تحسين النظام الصحي. خلصت الدراسة إلى أن تحقيق التنمية الصحية المستدامة يتطلب استراتيجية متكاملة تتضمن تعزيز الإنفاق الصحي، تحسين التغطية الصحية، الاستثمار في الموارد البشرية والبنية التحتية، وتطوير الحلول الرقمية. كما قدمت توقعات دقيقة للاحتياجات الصحية المستقبلية لولاية سطيف، مثل توزيع الأطباء والأسرة الصحية، بما ينسجم مع التغيرات السكانية والاحتياجات الصحية المتوقعة، وأوصت بسياسات مبتكرة تعزز استدامة وفعالية النظام الصحي الوطني. ///////////////////////////////////////////////////////////////////////// This study explores the topic of "Future Trends in Health Development in Algeria: Projections for 2050, An Analytical Study in the Wilaya of Sétif." It aims to forecast the future of health development in Algeria in light of anticipated demographic and social transformations by 2050. The research begins with an analysis of the challenges confronting the healthcare sector in Algeria, focusing on the Wilaya of Sétif as a practical case study. The study employs a comprehensive and multidimensional analytical methodology, incorporating an in-depth review of prior studies and population growth theories. It draws on reliable data sources such as national statistics, multiple indicator cluster surveys, and reports from the Directorate of Health. Furthermore, it utilizes advanced forecasting tools, including the demographic spectrum program (SPECTRUM), to predict future demographic and health scenarios. The research addresses key themes, including the evolution of population growth in Algeria, the stages of health policies since independence, and the challenges facing the healthcare sector in combating chronic diseases and pandemics such as COVID-19. It also examines health development indicators such as mortality rates, reproductive health, healthcare expenditure, and life expectancy. Additionally, it investigates the potential of health digitization and its role in advancing the healthcare system. The findings underscore that achieving sustainable health development necessitates an integrated strategy involving enhanced health expenditure, improved healthcare coverage, investments in human resources and infrastructure, and the adoption of digital solutions. The study provides precise projections of future healthcare needs in the Wilaya of Sétif, including the distribution of physicians and hospital beds, in alignment with anticipated demographic shifts and health requirements. It concludes with recommendations for innovative policies to strengthen the sustainability and efficiency of Algeria’s national healthcare system.
