واقع السياسة السكنية: (التجربة السكنية) - قراءة لمسيرة 60 سنة من التطور

Résumé: يهدف هذا المقال إلى تشخيص واقع السياسة السكنية في الجزائر منذ الاستقلال إلى يومنا هذا، من خلال قراءة للتجربة الجزائرية، وتتبع تطور سياستها السكنية، بمعرفة أهم الأدوات والآليات التي اعتمدتها الدولة لتحقيق الأهداف المسطرة لتسيير السكن الذي يعتبر من أهم القطاعات الاستراتيجية والحيوية، مع التطرق إلى مختلف الصيغ السكنية المعتمدة من طرف الدولة، واستخلاص أهم المشكلات التي تعاني منها السياسة السكنية وتعرقل نجاحها، وتم التوصل إلى ضرورة الإسراع في إصلاح ومراجعة سياسات القطاع والاستفادة من الدروس التي مرت بها، والتجارب الدولية الناجحة في مجال تسيير قطاع السكن. Abstract: This article aims to diagnose the state of housing policy in Algeria from independence to the present day by analyzing the Algerian experience and tracing the development of its housing policy. It examines the main tools and mechanisms adopted by the state to achieve the set goals in managing housing, which is considered one of the most strategic and vital sectors. The article also addresses the various housing schemes implemented by the state and identifies the major problems hindering the success of housing policy. The conclusion highlights the need to accelerate reforms and review sector policies, drawing lessons from past experiences and successful international practices in housing sector management.
