الهيمنة الأمريكية على النظام الدولي: بين الاستمرارية والتراجع

Résumé: منذ سقوط الاتحاد السوفييتي كان الحفاظ على تفوق الولايات المتحدة في نظام أحادي القطب هو الهدف الإستراتيجي الكبير المهيمن لكل إدارة، فمن بين القضايا التي أضحت تؤرق صانع القرار الأمريكي هي ما إذا كان بإمكان أمريكا الهروب من نفس المصير الذي لحق بالقوى العظمى سابقا. وللحفاظ على مكانتها الاستثنائية تبنت واشنطن جملة السياسات والاستراتيجيات التي مكنتها من تعظيم قوتها لتصبح بذلك القوة الأولى عالميا، الأمر الذي أتاح لها فرصة "الريادة العالمية". تسعى هذه الدراسة إلى البحث في مآلات الهيمنة الأمريكية لاسيما في ظل صعود قوى أخرى، بالإضافة إلى الإجابة على مجموع التساؤلات التي تشغل اهتمامات الباحثين أهمها النقاش القائم حول مستقبل توازنات القوة وتحولاتها في النظام الدولي. تعتمد الدراسة في تحليلها على تحديد المعالم الأولى لأمريكا التي مكنتها من فرض سيطرتها على العالم، ونظريات العلاقات الدولية ورؤيتها للهيمنة الأمريكية. وتخلص إلى الحديث عن القوى الصاعدة، وما إذا كانت الهيمنة الأمريكية في حالة تراجع أم لا. Since the fall of the Soviet Union, maintaining the superiority of the United States in a unipolar system has been the dominant grand strategic goal of every administration, one of the issues that became a source of concern the American decision-maker is whether America can escape the same fate that befell the former superpowers. This study seeks to investigate the fate of American hegemony, especially in light of the rise of other powers, in addition to answering a number of questions that are of great interest to researchers, the most important of which is the ongoing debate about the future of power balances and transformations in the international system. In its analysis, the study is based on identifying the first milestones of America that enabled it to establish its domination over the world, theories of international relations and its vision of American hegemony. it concludes that talking about the rising powers, and whether American hegemony is in decline or not.
