تمكين المرأة العربية في ظل التنمية المستدامة بين الطرح النظري والواقع العملي

Résumé: تعالج هذه الدراسة إشكالية إمكانية تمكين المرأة وفقا لأهداف التنمية المستدامة، فهل يمكن بلوغ هذا أم مجرد حبر على ورق، خاصة وأن قضية تمكين المرأة عموما والمرأة العربية خصوصا تعتبر أحد التحديات المطروحة على الدول العربية في ظل المتغيرات الاقتصادية التي تمر بها بلدان المنطقة العربية. ولعلى تحدي بلوغ التنمية المستدامة يفرض انتهاج توجه شامل ومتكامل لا يمكن أن يتحقق سوى بمشاركة كافة القوى العاملة دون تمييز وهو ما يقتضي وضع خطط وسياسات مبنية على أساس النوع الاجتماعي، فعلى الرغم من تطور التشريعات العربية التي تعترف بمبدأ المساواة بين المرأة والرجل في التمتع بالحقوق الاقتصادية والاجتماعية والسياسية . إن الواقع يسجل فجوة واسعة بين الجنسين خاصة فيما يتصل بالمشاركة الاقتصادية مثلا ، وهو ما يعرقل عملية بلوغ التنمية الشاملة وتحقيق أهداف التنمية المستدامة. This study addresses the problem of the possibility of empowering women in accordance with the sustainable development goals. Can this be achieved or just ink on paper, especially since the issue of empowering women in general and Arab women in particular is considered one of the challenges facing Arab countries in light of the economic changes experienced by the countries of the Arab region. The challenge of achieving sustainable development imposes a comprehensive and integrated approach that can only be achieved with the participation of all the workforce without discrimination, which requires the development of plans and policies based on gender, despite the development of Arab legislation that recognizes the principle of equality between women and men in the enjoyment of economic rights social and political. Reality records a wide gender gap, especially with regard to economic participation, for example, which hinders the process of achieving comprehensive development and achieving sustainable development goals.
