التمكين السياسي للمرأة في فلسطين: دراسة من منظور مؤشر المشاركة السياسية The Political Empowerment Of Women In Palestine: A Political Engagement Indication Prospective Study

Résumé: الملخص: على الرغم من أن تمكين المرأة أخذ جانبا كبيرا من الاهتمام الوطني والدولي ضمن أجندات الدول، والمنظمات الدولية، وضمن الفلسفة العالمية لحقوق الإنسان، إلا أنه يبقى مفهوما معقدا ومستعصيا على التعريف الدقيق،ولعلّ مسألة تمكين المرأة من بين أهم القضايا المطروحة نظرا للدور الذي باتت تلعبه المرأة في جميع أوجه الحياة، كما أن تقارير التنمية الانسانية العربية، وتقارير التنمية البشرية، فضلا عن الاتفاقيات الدولية باتت تولي أهمية بالغة لدور المرأة المحوري في عملية التنمية المستدامة، نظرا لوجود روابط قوية بين تمكين المرأة، تعزيز المساواة بين الجنسين، وتحقيق التنمية، ويعتبر التمكين المدخل السياسي الأحدث لإدماج المرأة في العملية التنموية وصنع القرار، وهناك أشكال مختلفة لتمكين المرأة تشمل التمكين الاجتماعي، الاقتصادي، السياسي، القانوني والمؤسسي، غير أن التركيز الرئيسي في هذه الدراسة سيكون على تقييم تمكين المرأة الفلسطينية من منظور مؤشر المشاركة السياسية. الكلمات المفتاحية: المشاركة السياسية؛ التمكين السياسي؛ النوع الاجتماعي؛ نظام الكوتا؛ تمكين المرأة في فلسطين. Abstract: The empowerment of women is getting a great deal of national and international attention at states level, international organisations and through the global philosophy of human rights. However, women empowerment is still a complex concept that is proved notoriously difficult to accurately defined. The humanitarian and human development reports in the Arabic world, along with the international treaties, attached great importance to the women’s pivotal role in the sustainable development. This is attributed to the presence of strong links between the women empowerment, gender equality and development. The political empowerment of women is the most recent portal for the women integration in the development process and decision making. There are different aspects for the women empowerment such as social, economical, political, legal and institutional empowerment. However, this study’s main focus will be to evaluate the Palestinian women empowerment from a political engagement indication prospective. key words: Political engagement; political empowerment; gender; quota system; women empowerment in Palestine.
