مدى تحقيق مبادئ الجوكمة في إدارة الميزانية العامة للجزائر وسبل تجسيدها من خلال مسح الميزانية المفتوحة (2010/2019)

Résumé: ملخص: تهدف هذه الورقة إلى تسليط الضوء على أهمية الحوكمة في زيادة فعالية إدارة الميزانية العامة للدولة، وذلك من أجل ترسيخ تجسيدها على أرض الواقع في أرب الآجال في الجزائر، من خلال عرض وتحليل مؤشرات مسح الميزانية المفتوحة للسنوات (2010/2019)، وقد توصلت الدراسة إلى ضعف المؤشرات الثلاث لحوكمة الميزانيىة العامة بالجزائر (الشفافية، المشاركة، والمساءلة) خلال سنوات المسح المذكورة، وكان من أهم توصيات الورقة: تفعيل المشاركة السياسية والمجتمعية في مؤسسات الموازنة العامة من خلال: مشاركة البرلمان، المجالس الشعبية والمحلية، ومشاركة المجتمع المدني، من خلال تنمية الإحساس بأهمية المشاركة في الحياة السياسية، الاقتصادية، والاجتماعية Abstract: This paper aims to shed light on the importance of governance in increasing the effectiveness of the state’s general budget management, in order to consolidate its embodiment on the ground in the shortest possible time in Algeria, by presenting and analyzing the indicators of the open budget survey for the years (2010/2019), The study found the weakness of the three indicators of public budget governance in Algeria (transparency, participation, and accountability) during the mentioned survey years, and the most important recommendations of the paper were: activating political and societal participation in public budget institutions through: Parliament participation, popular and local councils, and civil society participation By developing a sense of the importance of participation in political, economic, and social life.
