دور الشفافية في تحقيق الميزانية المفتوحة في الجزائر

Résumé: ملخص: نتيجة لإنتشار الفساد وتأثيره على مختلف جوانب الحياة الإقتصادية التي تتطلب توافر الشفافية المالية العامة، أصبح لزاما التوجه نحو الميزانيات المفتوحة والتي أصبحت تتحدد فيها المعايير الدولية لقياس مدى إلتزام الدول بمبادئ الشفافية وتحقيق متطلباتها من خلال السعي لتجسيد ذلك بإشراك المواطنين والفاعلين في إعدادها وتحقيق الرقابة التامة عليها لنكون أمام ميزانيات مفتوحة تجسد ميادئ الحوكمة، هذا ما توصلت إليه هذه الدراسة من نتائج لعل أبرزها عدم إلتزام الجزائر بمبادئ الشفافية وتغليب السرية والغموض في إعداد الموازنة وكذا تنفيذها والرقابة عليها في ظل غياب الشفافية والإفصاح التام وغياب حصول المواطنين على المعلومات المتعلقة بها، وتصبح الجزائر بذلك ملزمة بتوفير جملة من المتطلبات الضرورية لمحاربة الفساد وتعزيز دور الشفافية العامة في ميزانياتها وتقوية دور هيئات الرقابة وإستقلاليتها وتوسيع نطاق المساءلة. Abstract: aspects of economic life that require the availability of public financial transparency as it is the effective way to achieve sustainable development and governance, it has become imperative for countries to move towards open budgets, in which international standards are defined to measure the extent of states' commitment to the principles of transparency and achieve their requirements by seeking to embody this With the participation of citizens and actors in preparing it and achieving complete control over it, this is what this study found of the results such as Algeria's failure to adhere to the principles of transparency and the prevalence of secrecy and ambiguity in preparing the budget, as well as its implementation and control in the absence of transparency and full disclosure and the absence of citizens' access to relevant information.
