التنمية المحلية بين المعيقات الاجتماعية والمعيقات السوسيو ثقافية Local Development Between Social Constraints And Socio-cultural Obstacles

Résumé: الملخص تتنامى التحديات التي تواجه العديد من المجتمعات في هذا العصر في سبيل تنميتها ، فقد اتضح من خلال التجربة الإنسانية الوطنية ، أن معوقات التنمية في هذا العصر لا ترتبط بشكل كبير بالأوضاع الاقتصادية أو السياسية بقدر ارتباطها بحياة الفرد كمواطن لأنه اللبنة التي تبنى عليها أي تنمية يراد لها النجاح . إن معوقات التنمية هي ذاتها من خلال تدوير الزوايا معوقات الإصلاح ، و بتشخيصها و معالجتها تتحقق الكثير من الإصلاحات و تنجح عمليات التنمية و كلما تجاوزنا عائقا عن الإصلاح تجاوزنا عائقا عن التنمية و العكس صحيح أيضا. و قد ازداد الاهتمام في الجزائر بهذه القضية بسبب الانفتاح الإعلامي و الفضاء المفتوح و سرعة متابعة القضية وتدفق الكم الهائل من المعلومات حولها و اتساع حجم الدوائر المهتمة بها و مشاركة الشعوب في صناعة القرار و كذلك بسبب تضرر مصالح الدولة و المجتمع من وجود هذه المعيقات و لخطورة آثارها الاجتماعية و الثقافية و السياسية و الاقتصادية. كل هذه النقاط سنحاول من خلال هذه المداخلة توضيحها وتبيانها ومن تم إسقاطها على وضعية التنمية المحلية و كيف كان لهذه المعوقات الأثر الكبير في الحد من وصول التنمية إلى المستوى المرغوب. Summary Nowadays development is a great problem in our societies and as has become clear from human experience that the obstacles to development are not only related to the economic or political situation but they are related to the individual as a citizen since he is considered as a basic element of any development. The Interest has increased in Algeria because of the openness of the media and the flow of the vast amount of information as well as the participation of people in the decision-making and the infringement of the interests of the state and society of the existence of these obstacles and the seriousness of their social, cultural, political and economic effects. to answer to these many asked questions about the constraints mentioned so far , we will try to clarify and to state all these points, and make a projection on local development and how these constraints had a great impact on the reduction of development reached at the desired level. .
