التنمية المحلية المستدامة:دراسة مقارنة بين النموذجين الفرنسي والجزائري

Résumé: تهدف هذه الدراسة إلى كيفية تحقيق التنمية المحلية المستدامة في كل من النموذج الفرنسي والجزائري من خلال مختلف الآليات السياسية، القانونية، الاقتصادية والاجتماعية. ومن أهم النتائج التي تم التوصل إليها أن تفعيل التنمية المحلية المستدامة في فرنسا قائم على تبنى نهج شامل يتضمن التعاون بين المستويات المحلية ومعالجة الفوارق الإقليمية بين المناطق الحضرية والريفية خاصة في إطار التوجه اللامركزي، في حين أن في الجزائر كلفت الجماعات المحلية بمهام تفوق طاقتها الإدارية والمالية ولكي تتكيف مع المشروع الإنمائي2015-2030 وتجسد التنمية المحلية المتوازنة يجب إعادة التوازن بين الصلاحيات والإمكانيات. This study aims to determine how to consolidate and enhance local development in both the French and Algerian models through various political, legal, economic and social mechanisms. One of the most important results reached is that activating local development in France adopted a comprehensive approach that includes cooperation between local levels and addressing regional disparities. Between urban and rural areas, especially within the framework of decentralization, the local communities in Algeria have become clear that they have been assigned tasks that exceed their administrative and financial capacity, in order to adapt to the 2015-2030 development project and consolidate development, the balance between powers and capabilities
