Résumé: عصرنة دور الحكومة أدى إلى استخدامها من قبل المجتمع في ميادين عدة على المستوى العالمي، الوطني، المحلي و المؤسساتي، موضوع حوكمة مالية الجماعات الإقليمية من بين أهم المواضيع المثيرة للنقاش في الآونة الأخيرة، حيث شهدت الجزائر توجها جديدا واهتماما كبيرا بهذه الأخيرة باعتبار أن حوكمة مالية الجماعات الإقليمية هي تجسيد لحوكمة مالية الدولة و ذلك من أجل تكريس المعنى الحقيقي للإدارة الجيدة لموارد الدولة و التدبير الرشيد لأعبائها من أجل تحقيق التنمية، والتي أصبح اعتمادها ضروري في إضافة شفافية إعداد و تنفيذ و رقابة ميزانية الجماعات الإقليمية.
