الأساليب الحديثة للتنمية الإدارية بين حتمية التغيير ومعـــــــوقات التطــــبيق دراسة حالة الجزائر: 2001 -2011

Résumé: Management progress represents the operational changes of its acts in all aspects of life without exception, nowadays under the appearance of new world system that characterized by the domination of globalization, which has a great impact on all fields, such as environment, politics, economy, society and technology. This urges to find a new techniques to develop the administration, these methods are: Reengineering, Total Quality Management and Electronic management. These new ways are interrelated to each other; firstly reengineering and total quality management focus on the establishment of general management, and recognize its basis in order to create a good production, secondly; the Electronic management concerns with many tasks, such as; logistic operations, electronic works, organization of general relations and reveal the technology that concerns with the general services. The case of Algerian application of these new techniques on the management is one of the most important steps that we must shed light on it. By the beginning of the year 2000 Algeria passed through many political and economical reformations, in addition to this the instauration of national security and the stability of political and social life. These features led the Algerian government to start a new management project which stands on the methods that we have mentioned above, and the renovation of consultants associations which concerns with this project. Even though this project is a theoretical one but it is important to be studied and encouraged. Government has to follow the evaluation of this initiation in order to realize it in real world.
