دور سياسة الجذب الضريبي في تشجيع الاستثمار مع الإشارة لتجربة الجزائر والمغرب Role Of Fiscal Policy In Attracting Investment Promotion By Referring To The Experience Of Algeria, Morocco

Résumé: ملخص تبرز أهمية تحديد أثر سياسة الجذب الضريبي على تشجيع الاستثمار في الجزائر، خاصة وأن هذا البلد قام بإدخال العديد من الإصلاحات والقوانين التي تهدف لترقية الاستثمار. وقد تضمنت الدراسة ثلاث محاور أساسية، يهدف المحور الأول إلى تسليط الضوء على بعض المفاهيم المتعلقة بسياسة الجذب الضريبي، في حين تناول المحور الثاني دراسة مقارنة بين الامتيازات الضريبية الممنوحة في الجزائر ومقارنتها بنظيرتها في المغرب، أما المحور الثالث فقد تناول تقييم أثر سياسة الجذب الضريبي في تشجيع الاستثمار المحلي واستقطاب الاستثمار الأجنبي في كل من الجزائر والمغرب. وخلصت الدراسة إلى أن الامتيازات الضريبية وحدها غير كافية لجذب المستثمر الاجنبي، وأن ما يهم هذا الأخير هو مناخ استثماري محفز ومحيط بيروقراطي وشفاف يتضمن العديد من العوامل المساعدة على تشجيع الاستثمار. Abstract The Importance of defining and delaminating the effect of tax policy attraction is noticed on encouraging invest met in Algeria, because this country insert many reforms and laws which aims on promoting the investment. This study includes three important chapters, the first chapter aims at giving some definitions which have a relation with tax policy attraction; however, the second chapter includes a comparison study between tax concessions given from both Algeria and morocco; The third chapter is about the evaluating to the effect of tax policy attraction on the local and foreign investment in Algeria and morocco. This study ends to a result, that tax concessions is not effective in attracting the foreign investor, and What matters investor is the climate encourage investment. and the bureaucratic and transparent.
