Andi,ansej, Angemدور سياسة التحفيز الجبائية في تعزيز فرص الاستثمار في الجزائر إحصائيات الاستثمار في إطار وكالات

Résumé: تهدف هذه الدراسة إلى تسليط الضوء على سياسة التحفيز الجبائية المطبقة في الجزائر ومدى مساهمتها في ترقية الاستثمار المنتج على اعتبار أنه يمكن أن يكون بديلا استراتيجيا للمحروقات يعوّل عليه في تنويع الاقتصاد الجزائري. وللوصول لتحقيق هذا الهدف؛ اعتمدنا على أهم الآليات المدعِمة لسياسة التحفيز الجبائي والتي انتهجتها الجزائر من أجل تنمية وتشجيع الاستثمار وتسهيل إنشاء المؤسسات وتمويلها؛ على غرار الوكالة الوطنية لتطوير الاستثمار ANDI، الوكالة الوطنية لتشغيل الشباب ANSEJ، والوكالة الوطنية لتسيير القرض المصغرANGEM، وحاولنا إبراز الدور الذي تُمارسه هته الوكالات في جذب الراغبين في الاستثمار من خلال الامتيازات والتمويلات التي تمنحها وكيف ساهم ذلك في زيادة حجم المشاريع المستقطبة وتشغيل نسبة معتبرة من الشباب البطال. وقد توصلت الدراسة إلى أن السياسات التحفيزية الجبائية كانت لها مساهمة ايجابية في استقطاب المستثمرين من جهة والرفع من مناصب الشغل و تقليص البطالة من جهة أخرى، إلا أنها تبقى مساهمة ضئيلة ولا ترقى لطموحات السياسة الاقتصادية الجزائرية الرامية إلى تطوير الصادرات خارج المحروقات. الكلمات المفتاحية: سياسة التحفيز الجبائية، الاستثمار المنتج، وكالة ANDI، وكالة ANSEJ، وكالة ANGEM. Abstract : This study aims to shed light on the fiscal stimulus policies applied in Algeria and its contribution to the promotion of productive investment .On the grounds that it could be a strategic alternative to hydrocarbons depend on it in the process of economic diversification. To reach this goal; we have relied on the most important mechanisms that support the policy of fiscal stimulus adopted by Algeria in order to develop and encourage investment and facilitate the establishment and financing of institutions ; similar to ANDI , ANSEJ, and ANGEM agencies. and we tried to highlight the role played by these agencies in attracting those who want to invest through the benefits and funding granted by them, and how this contributed to increase in investment projects and reducing unemployment. The study concluded that the fiscal stimulus policies had a positive contribution in attracting investors on the one hand, and raising the job positions on the other hand. However, it remains a small contribution and does not live up to the desired and expected level . Key words: fiscal stimulus policies, productive investment, ANDI agency, ANSEJ agency, ANGEM agency.
