مساهمة الإدارة الالكترونية في تحسين جودة خدمات التعليم العالي في الجزائر بين الواقع والمأمول

Résumé: الملخص: تهتم هذه الدراسة بمفهوم خصب ومتجدد نجم عن إدماج تكنولوجيا المعلومات والاتصالات في مختلف مجالات الحياة عموما والمجال الإداري خصوصا وهو مفهوم الإدارة الالكترونية، من خلال التركيز على إمكانية مساهمتها في تحسين جودة خدمات قطاع التعليم العالي، مع تشخيص لواقع التطبيق في المؤسسة الجامعية الجزائرية والمنتظر من تطبيقها من أجل تحقيق جودة في هذا القطاع. وقد اتضح من خلالها أن الجزائر خطت خطوات واضحة نحو التحول لتطبيق الإدارة الالكترونية في ميادين متعددة، لكنها لم تصل للمستوى العالمي، ومن جهة أخرى أثبتت الدراسة أن للإدارة الإلكترونية مساهمة فعالة في تحسين جودة التعليم العالي في جوانبه المتعلقة بالتعليم والبحث العلمي، الأداء الوظيفي والمالي. Abstract: This study is concerned with a renewed and fertile concept that emerged from the integration of information and communication technologies in the various fields of life generally, and in the administrative one particularly, which is the concept of the electronic management, through shedding light on the possibility that it can contribute in enchancing the quality of the services of the higher education sector, along with the diagnosis of the application’s realty in the Algerian universities, and what is expected from its application in order to achieve an overall quality in this sector. It is clear that Algeria has made clear steps towards the transformation of the application of e-management in various fields, but it has not reached the global level. On the other hand, the study proved that e-management has an effective contribution to improve the quality of higher education in its aspects related to education and scientific research, functional and financial performance.
