إشكالية إنفاذ معايير العمل الأساسية في ظل تحرير التجارة العالمية

Résumé: إن محاولة إدماج معايير العمل الأساسية في ظل تحرير التجارة العالمية ، يعد من بين المواضيع التي كانت ولا تزال تثير جدلا ضمن نطاق عمل منظمة التجارة العالمية ، فإن كانت الدول المتقدمة ترى بأن عدم إلتزام الدول النامية بتطبيق هذه المعايير ، يكسبها ميزة تنافسية غير حقيقية ، و يخل بقواعد المنافسة التجارية العادلة ، فإن الدول النامية ترى بأن مساعي إدماج تلك المعايير ، غرضه خلق أسلوب حمائي جديد ، و عليه تهدف هذه الدراسة إلى محاولة تحديد حقيقة علاقة البعد الاجتماعي بتحرير التجارة العالمية و بيان تطبيقاته، و قد توصلت الدراسة إلى أن هذا الموضوع ، يجد تطبيقاته خارج إطار منظمة التجارة العالمية ، أما على مستوى هذه الأخيرة فالأمر يستدعي الاهتمام بداية بحل مشاكل التنمية ، و كذا إشراك منظمة العمل الدولية و تفعيل دورها في هذا المجال The attempt to integrate basic labour standards in the context of the liberalization of world trade is one of the topics that has been and continues to be controversial within the scope of the WORK of the World Trade Organization, if the developed countries consider that the non-compliance of developing countries in applying these standards, gives them an unreal competitive advantage, and violates the rules of fair trade competition, developing countries believe that the efforts to integrate those standards, the purpose of which is to create a new protectionist method, and therefore this study aims to try to determine the reality of the social dimension relationship with the liberalization of global trade and explain its applications The study conuded that this topic finds its applications outside the framework of the World Trade Organization, but at the level of the latter it calls for attention to the beginning of solving the problems of development, as well as engaging the ILO and activating its role in this field.
