Résumé: يهدف هذا المقال إلى التعرف على أهم السياسات المنتهجة دوليا في مجال مكافحة المخدرات والإدمان، والمبادئ العامة التي تقوم عليها كل سياسة، بالإضافة إلى الجهود المبذولة من قبل السلطات الجزائرية في هذا الإطار والفلسفة التي تبنتها والوسائل التي استخدمتها لمعالجة الظاهرة ميدانيا. وقد توصل إلى أن هناك سياستين رئيسيتين في مكافحة المخدرات ، الأولى تقوم على منعها وتحريمها ومعاقبة مستخدميها وعدم التسامح معهم، أما الثانية فتتبع إجراءات أكثر مرونة حيث تركز على الوقاية ضد الاستهلاك ومرافقة المدمنين مع تجنب اللجوء لتطبيق الإجراءات الردعية. كما توصل إلى أن الجزائر تتبع سياسة مختلطة تجمع بين التحريم والردع من جهة، والوقاية ومرافقة المدمنين مع تجنب التجريم من جهة أخرى، حيث يتحكم في ذلك كل من خصائص الظاهرة والتغيرات التي ميزتها خلال عقود من الزمن. This article aims to identify the most important international policies in the field of the fight against drugs and drug addiction, the general principles underlying each policy, and the efforts made by the Algerian authorities in this context, the philosophy that they adopted, and the methods used to deal with the phenomenon on the ground. The study found that there are two main policies in drug control, the first is based on banning drugs and punishing their users, the second follows more flexible procedures and prefers prevention and protection of drug addicts, without resorting to the application of dissuasive measures. He also noted that Algeria has followed a mixed policy that combines prohibition and deterrence on the one hand, and prevention and protection of drug addicts while avoiding criminalization on the other, Affected by the characteristics of the phenomenon and its transformations.
