Résumé: ملخص سنركز في هذه الورقة على مفهوم المواطنة الذي بدأ يتوغل داخل الدولة الحديثة في بداية القرن العشرين تزامنا مع ظهور وسائل الاتصال والإعلام الجماهيرية ، كما تطرقنا إلى مخرجات المواطنة في ظل تطور وسائل الإعلام وتأثيراتها عبر كل محطة تاريخية تشرح علاقة هذا المفهوم بوسائل الإعلام في إطارها الظاهر و الخفي، مستخدمين المنهج الوصفي الذي يليق بهذا النوع من الدراسات، والتي خلصت إلى أن مفهوم المواطنة هو مفهوم قد تحول طردا مع تطور وسائل الإعلام وتأثيراتها، كما توصلت الدراسة إلى مجموعة من التوصيات تدعوا فيها إلى ضرورة فهم وسائل الإعلام بمختلف أشكالها ، إلى جانب دفع الدولة وحرصها على التكيف وفقا للتطورات التكنولوجية الجديدة. Abstract In this paper, we are going to focus on the concept of citizenship, which starts to get into the modern state at the beginning of the twentieth century, coinciding with the appearance of mass media and communication. As we dealt with citizenship outcomes in the light of media development and its effects through each historical station, which explains the relation of this concept with media in its apparent and hidden framework, using the descriptive approach that suits this type of studies, which resulted to the concept of citizenship that is the concept which becomes an expulsion with the development of media and its effects, as the study concluded that a set of recommendations ask for the need of understanding the media by its various forms, in addition to urging the state and to cope with the new technology development.
