تطبيقات البعد الجمالي للمدينة في التشريع الجزائري

Résumé: الملاحظ أن التجمعات السكنية في المدينة قلما تكون كافية لتلبية المتطلبات الاجتماعية والاقتصادية والعمرانية والبيئية لساكنيها ، لذا فإن استراتيجية التخطيط العمراني المفروضة يجب أن تراعي عدة أمور وهي:( الحجم ، الموقع ، الطبيعة ، النمط العمراني، الكثافة ونوع المبنى ، تنسيق الموقع ، المناخ ،الطاقة ) من أجل تحقيق مفهوم الاستدامة. وعليه، فإن الاهتمام بتخطيط المدينة يعد من أفضل الطرق الحضارية لتحقيق التنمية وهذا من خلال تسطير برامج تنموية شاملة تضع في اعتبارها منهجا جديدا في تسيير المدن، وذلك لخلق نوع من التجانس بين كل القطاعات والأقاليم وكذا إلى إعادة رسم الخريطة السكانية والاقتصادية للمدينة، وكذلك لتدارك الفجوة واللاتوازن ما بين كل المناطق وتثمين الإمكانيات من خلال السهر على تحقيق التنمية المستدامة في كل الفضاءات، وهذا من خلال ضمان توازن اجتماعي ونجاعة اقتصادية وحماية ودعم ايكولوجي في إطار التنمية المستدامة. It is noted that the residential communities in the city are rarely sufficient to meet the social, economic, urban and environmental requirements of its residents, so the imposed urban planning strategy must take into account several matters, namely: (size, location, nature, urban style, density and type of building, site coordination, climate, energy ) in order to achieve the concept of sustainability. Accordingly, the interest in city planning is one of the best civilized ways to achieve development, and this is by underlining comprehensive development programs that take into account a new approach in managing cities, in order to create a kind of homogeneity between all sectors and regions, as well as to redraw the demographic and economic map of the city, as well as to bridge the gap. And the imbalance between all regions and valuing the capabilities by ensuring the achievement of sustainable development in all spaces, and this by ensuring social balance, economic efficiency, protection and ecological support within the framework of sustainable development.
