دور بنك الجزائر في ضبط سيولة السوق النقدية خلال الفترة 2000-2018

Résumé: ملخص: تسند إلى البنوك المركزية ومنها بنك الجزائر مهمة تنظيم السيولة النقدية في الاقتصاد وذلك من خلال الأدوات التي تستخدمها هذه البنوك قصد المحافظة على الاستقرار النقدي، ونهدف من خلال هذه الدراسة إلى إبراز أهم أدوات السياسة النقدية الكفيلة بضبط المعروض النقدي على النحو الذي يتم من خلاله تلافي الظواهر التضخمية في الاقتصاد الجزائري، كما تم التوصل إلى أن: - بنك الجزائر يؤثر بشكل مباشر على المعروض النقدي ويعمل على إصدار النقد وفق القيود القانونية وعلى أساس ما تحوز السلطة النقدية من أصول أجنبية. - كما أن بنك الجزائر يعتمد على أداة إعادة الخصم ومعدل الاحتياطي القانوني في امتصاص السيولة الفائضة. Abstract : Central banks, comprising the Bank of Algeria, are attributed the mission of organizing cash liquidity in the economy through the tools that these banks use in order to maintain monetary stability. Through this study, we aim to accentuate the most important monetary policy tools that control the money supply and in a way to avoid inflationary phenomena in the Algerian economy, we also concluded that: - The Bank of Algeria directly affects the money supply and works on issuing cash in parallel with legal restrictions and on the basis of what the monetary authority has of foreign assets. - The Bank of Algeria relies on the re-deduction instrument and the statutory reserve rate to absorb the surplus liquidity.
