دور حاضنات الأعمال التكنولوجية في تأهيل المؤسسات الصغيرة والمتوسطة لتبني نظام الحوكمة دراسة حالة مشروعين في الحاضنة التكنولوجية- ورقلة

Résumé: الملخص: تهدف هذه الدراسة إلى معرفة الدور الذي تؤديه حاضنات الأعمال التكنولوجية في دعم وتأهيل المؤسسات الصغيرة والمتوسطة، وذلك من خلال الدراسة التي أجريناها في حاضنة ورقلة حيث استهدفت مشروعين من بين المشاريع المنتسبة للحاضنة التكنولوجية بورقلة وبعد المقابلة التي قمنا بها مع كل من مدير الحاضنة وكذا حاملي المشاريع توصلنا إلى أن الحاضنة التكنولوجية بورقلة تقدم مجموعة من الخدمات ( التسييرية، دراسة السوق، تنمية الموارد البشرية التي من شأنها أن تحسن أداء حاملي المشاريع حيث أن تحسين النظام المالي والمحاسبي للمؤسسة، و كذا انتقال المعلومات داخل المؤسسة وتحسين الأداء الكلي للمؤسسة الأمر الذي يسمح لهذه الأخيرة بوضع الأسس اللازمة لتطبيق الحوكمة، إلا أن غياب بعض الخدمات التي لها دور مهم وتعتبر عامل أساسي لحامل المشروع حتى يتمكن من السير قدما وكذا الالتزام بتطبيق نطام الحوكمة إلا أن المشاكل التي تعاني منها الحاضنة هي مشاكل تقنية وكذا عدم وجود مقر معين للحاضنة مما يعرقل من المرافقة الفعالة والكفأة لحاملي المشاريع. Résumé : This study aims to find out the role of business incubators, technological support and rehabilitation of small and medium enterprises in order to adopt a system of governance, through the study we conducted in an incubator and Ouargla where targeted two of the projects associated with the incubator technological Ouargla and after the interview we did with all of the director of the incubator, as well as holders of the projects we determined that foster technological Ouargla offers a range of services (Steering, market research, human resources development that will improve the performance of project holders as to improve the financial and accounting system of the institution, and as well as the transfer of information within the organization and improving the overall performance of the institution which allows the latter laying the foundation for the application of governance, however, that the absence of some of the services that have an important role and is considered a key factor for the holder of the project so that it can move forward as well as the obligation to implement Ntam governance, however, the problems of the incubator are technical problems as well as the absence of the headquarters of a certain incubator which impedes the accompaniment of effective and Competence holders projects.
