الإذاعات المحلية وممارسة الخدمة العمومية في ظل البيئة الاتصالية الجديدة بالجزائر -إذاعة قسنطينة أنموذجا

Résumé: الملخص يهدف هذا البحث إلى الإحاطة بالسياسة الإعلامية المتبعة من أجل ممارسة الخدمة العمومية في الإذاعات المحلية بالجزائر ضمن البيئة الاتصالية الجديدة. واستخدمت الباحثة في هذه الدراسة المنهج الوصفي التحليلي. وتمت الاستعانة بتحليل الشبكة البرامجية لإذاعة قسنطينة أنموذجا. وقد تم التوصل إلى النتائج التالية: ثبوت وجود التكامل والتساند الوظيفي بين النظامين الإعلامي والاجتماعي، حيث يثير العديد من الخبراء في الغرب مسألة العلاقة بين الاتصال والنظم الاجتماعية الأخرى ومؤسساتها في المجتمع على أساس من الاعتماد المتبادل بينهما، وهو ما يعمق الاتفاق بين أسس النظرية البنائية الوظيفية ومبدإ تحقيق الخدمة العمومية في الإعلام الإذاعي المحلي محل الدراسة. وتقترح الدراسة زيادة تفاعلية الإذاعات المحلية مع جماهيرها عبر الفضاء الافتراضي لضمان استمرارها واستقرار أدوارها. This research aims to understand the media policy adopted to practice public service in local radio stations in Algeria within the new communication environment. The researcher used the descriptive-analytical method in this study and analyzed the program network of Radio Constantine as an example. The following results were found: there is evidence of functional integration and support between the media and social systems, which raises the question of the relationship between communication and other social systems and their institutions in the community based on mutual dependence between them. This deepens the agreement between the functional structural theory and the principle of achieving public service in local radio broadcasting in the study's location. The study suggests increasing the interaction of local radio stations with their audiences through the virtual space to ensure their continuity and stable roles.
