Résumé: Abstract: In the context of the rapidly accelerating pace of development and the tremendous advancement in the field of information and communication technology, which has had a significant impact on improving the level of public services provided by public facilities, especially at the local level, the concept of electronic management has been instrumental. In an effort to keep pace with these developments and to modernize the management methods of local public facilities (municipalities) and to rationalize the public service they provide, Algeria has been diligently implementing a series of reforms at the level of local administration in general and municipal administration in particular, within the framework of implementing the concept of local governance. Keywords:Public Facility; Public Service; Electronic Management; Rationalization of Public Service; Local Governance الملخص: في ظل التزايد المتسارع لوتيرة التنمية والتطور الهائل في مجال تكنولوجيا الإعلام والاتصال ،والتي كان لها أثر كبير في تحسين مستوى الخدمات العمومية المقدمة من قبل المرافق العمومية خاصة على المستوى المحلي ،وذلك بفضل إدخال مفهوم الإدارة الإلكترونية . وسعيا منها لمواكبة هذه التطورات ومن أجل تحديث طرق تسيير المرافق العمومية المحلية (البلدية) وترشيد الخدمة العمومية التي تقدمها هذه الأخيرة دأبت الجزائر جاهدة على تطبيق جملة من الإصلاحات على مستوى الإدارة المحلية بصفة عامة والبلدية بصفة خاصة وهذا في إطار تجسيد مفهوم الحوكمة المحلية. الكلمات المفتاحية :المرفق العمومي، الخدمة العمومية، الإدارة الإلكترونية ،ترشيد الخدمة العمومية ، الحوكمة المحلية
