الاصلاحات الجبائية في اطار قوانين المالية ودورها في دعم وترقية الاستثمار في الجزائر (قراءة لقانون المالية 2022)

Résumé: تهدف الدراسة الى توضيح مدى امكانية ومساهمة الدولة الجزائرية في دعم وترقية الاستثمار من خلال مجموعة من الاصلاحات والتدابير الجبائية المتخذة في اطار قوانين المالية المتعاقبة، وذلك من خلال التطرق الى الاصلاحات الجبائية وكذا المفاهيم المرتبطة بالاستثمار، ناهيك عن التطرق لأثر وانعكاس الاصلاحات الجبائية على زيادة وتوجيه الاستثمار وجلب المستثمرين، وذلك بتحليل واقع الاستثمار في الجزائر والقيام بتحليل الاحصائيات المتعلقة بالمشاريع الاستثمارية، حيث تبنت الجزائر لسياسة التحفيز الجبائي وعملت على وضع قوانين خاصة بالاستثمار وتتضمن القوانين امتيازات وتحفيزات جبائية، وفي الأخير تم اسقاط الدراسة على قانون المالية 2022. وتوصلت الدلراسة الى أنه رغم الجهود المبذولة من الدولة وسن العديد من القوانين لترقية الاستثمار وأهمية كل البرامج الاستثمارية والاعفاءات الضريبية التي وجهت لتنشيط ديناميكية القطاعات الا أنه لم يتم التخلص من التبعية وكان الأداء متواضعا جدا في تفعيل الاستثمار والرفع من مستويات التشغيل. The study aims to clarify the extent of the possibility and contribution of the Algerian state to support and encourage investment through a set of tax reforms and measures taken within the Framework of financial laws, by standing on tax reforms as well as concepts related to investment, without forgetting the impact and reflection of tax reforms on increasing and directing investment and attracting investors, by analyzing the reality of investment in Algeria and analyzing statistics related to investment projects, as Algeria adopted a policy of tax incentives, as it worked to develop investment laws that include concessions and incentives, and in the end the study was dropped on the Finance act of 2022 The study concluded that despite the efforts made by the state and the enactment of many laws to promote investment and the importance of all investment programs and tax exemptions that were directed to revitalize the dynamism of sectors, the dependency was not eliminated, and the performance was very modest in activating investment and raising operating levels.
