التنويع الاقتصادي في الدول المصدرة للنفط -الامارات العربية المتحدة أنموذجا-

Résumé: تهدف دراستنا لإبراز تجربة دولة الإمارات العربية المتحدة في التنويع الاقتصادي، كونها الدولة النفطية الأقل تأثرا بتقلبات أسعار النفط، وهذا من خلال التعرف على الاطار النظري لاستراتيجية التنويع الاقتصادي، والتطرق لأهم التجارب الدولية الناجحة في التنويع، أما في الجانب التطبيقي فقد قمنا بقياس وتحليل التنويع الاقتصادي في الإمارات خلال الفترة الممتدة من 2000-2020 من خلال مؤشر هرفندل هيرشمان H.H. لمجموعة من المؤشرات الاقتصادية، بالإضافة لأهم عوامل نجاحها في تحقيق التنويع. وخلصت دراستنا إلى ضرورة التنويع في مصادر الدخل وذلك باستغلال الامارات لإيراداتها النفطية في زيادة إنتاجية القطاعات غير النفطية، تطوير وتعزيز البنى التحتية، استغلال إمكانياتها في الصناعة، وكذا تنويع صادراتها غير النفطية. Our study aims to highlight the experience of the United Arab Emirates in economic diversification, being the oil country that is least affected by fluctuations in oil prices, and this is done by identifying the theoretical framework of the economic diversification strategy, and addressing the most important successful international experiences in diversification. As for the practical side, we analyzed and measured economic diversification in UAE during the period from 2000-2020 through the H.H. Hirfendel-Hirschmann index. For a group of economic indicators, in addition to the most important success factors in achieving diversification. Our study concluded the need for diversification in sources of income by exploiting the UAE's oil revenues to increase the productivity of non-oil sectors, developing and strengthening infrastructure, exploiting its capabilities in industry, as well as diversifying its non-oil exports.
