متطلبات ضمان جودة التعليم العالي في الجزائر -بين الواقع والاستشراف –

Résumé: تهدف هذه الورقة البحثية الى التعرف على متطلبات ضمان جودة ســـــــــــــــوق التعليم العالي ، من خلال استعراض دورها في ضمان الارتقاء بنوعية الخرجين من كافة المراحل والمسارات التعليمية وتقييم الأنشطة التعليمية في جميع مستوياتها، بإعتبارها الدعامة الرئيسية التي تكفل لمؤسسات التعليم العالي التدخل والتعبير عن المقومات ذات العلاقة بالإنسان والمجتمع والتنظيم والحكومة...إلخ، مستعملين في ذلك المنهجين الوصفي والتحليلي، حيث قُسّم الموضوع إلى ثلاثة محاور، تناولنا في الأول التأصيل الفكري والمفاهيمي لضمان جودة التعليم العالي ، ثمّ استعرضنا مقومات ضمان جودة التعليم العالي، وصولاً إلى التطرق تحليل جهود ضمان جودة التعليم العالي في الجزائر ومتطلبات المواءمة. كما تهدف إلى التأكيد على ضرورة تطوير معايير ضمان جودة التعليم العالي بما يتماشى والمتطلبات العالمية ، بما يتوافق وخصوصيات مؤسسات التعليم العالي الجزائرية ووضع بعض المقترحات لتطوير نظام جودة التعليم العالي بما يستجيب لمتطلبات المحيط الاقتصادي والاجتماعي في ضوء التحديات والمستجدات المعاصرة. الكلمات المفتاحية: ضمان جودة التعليم العالي،مبادئ ضمان جودة التعليم العالي،الاعتماد المؤسساتي،الاعتماد الاكاديمي،التقويم. Abstract: This paper aims to identify the requirements of ensuring the quality of the higher education market by highlithing its role in ensuring the improvement of the graduates quality along all stages, as well as the educational tracks and the evaluation of educational activities at all levels, which we consider as the basic support for higher education institutions used to step in and to express the elements in terms of the human,the society and the organization and the government, etc…, We have used descriptive and analytical methods, as we divided this work into three sections. the first one is about showing basic concepts of ensuring the quality of higher education. And the second section talks about the requirements of ensuring the quality of the higher education, and finally the third section shows an alaysis of those requirements in Algeria. In addition, we aim through this study to emphasize the necessity of developing standards for quality insurance in higher education according to the international standards, and considering the carachteristics of the Algerian higher education institutions. And in order to give some suggestions for the development of the quality system of higher education for meeting the requirements of the economic and social environment.
