أثر التحول الرقمي في تطوير قطاع تكنولوجيا المعلومات والاتصال من أجل الاندماج في الاقتصاد الرقمي: (دراسة تحليلية لمؤشرات قطاع بريد المواصلات السلكية واللاسلكية بالجزائر)

Résumé: تهدف هذه الدراسة إلى بناء أساس نظري وتحليلي حول موضوع التحول الرقمي وأثره على تكنولوجيا المعلومات والاتصال، من خلال دراسة تحليلية لقطاع بريد المواصلات السلكية واللاسلكية. توصلت الدراسة إلى أن التحول الرقمي يساهم في تمكين البنية التحتية لتكنولوجيا المعلومات والاتصال وخدماتها التي تتسم بالكفاءة وأسعارها المناسبة من المشاركة في الاقتصاد الرقمي وزيادة رفاهيتها وقدرتها على المنافسة الاقتصادية. فضعف ثقافة العاملين بتكنولوجيا المعلومات والاتصال يعرقل من التحول الرقمي، ويحد من دعم الاستثمار في البنية التحتية لها ذات الحزمة العريضة، والتوسع في القواعد التنظيمية المتبعة لتشمل مجالات جديدة، مثل إنترنت الأشياء، وخدمات نظم أسماء النطاقات، والمنصات التشاركية وغيرها. This study aimed to build a theoretical and analytical foundation on the subject of digital transformation and its impact on information and communication technology, through an analytical study of the wired and wireless telecommunications sector. The study found that digital transformation contributes to enabling the infrastructure of information and communication technology and its efficient and cost-effective services to participate in the digital economy, enhance their well-being, and increase their economic competitiveness. However, the lack of a culture among workers in information and communication technology hinders digital transformation and limits support for investment in its broad package of infrastructure and the expansion of regulatory frameworks to include new areas such as the Internet of Things, domain name services, collaborative platforms, and others.
