دور الهيئات المستقلة في مكافحة الفساد في العراق ( هيئة النزاهة أنموذجا )

Résumé: ان الغرض من وجود هيئة النزاهة هو كشف الفساد الاداري والمالي الذي تغص به اغلب دوائر ومؤسسات الدولة العراقية، ومن ثم القضاء على بؤر الفساد المتواجدة وبشكل رسمي ومتخفي في دوائر الدولة جميعاً، من خلال اعتمادها على وسائل ردعية قانونية، ووسائل وقائية اعلامية تثقيفية، وينحصر اختصاص الهيئة في عدد من الأفعال التي تعد من جرائم الفساد أهمها الاختلاس والرشوة و تجاوز الموظفين حدود وظائفهم، وإحالتها إلى المحكمة لاتخاذ الإجراءات الجنائية بشأنها، واستطعت الهيئة أن تكشف الألاف القضايا سنوياً التي عليها شبهات الفساد، وإحالة المتهمين الى المحاكم. The purpose of the existence of the Integrity Commission is to expose the administrative and financial corruption that most of the departments and institutions of the Iraqi state are overwhelmed, and then eliminate the centers of corruption that exist in an official form and hidden in all state departments, through its reliance on legal deterrent means, and preventive means of educational media, The authority's jurisdiction is limited to a number of acts that are considered corruption crimes, the most important of which are embezzlement, bribery, and employees exceeding the limits of their jobs, and referring them to the court to take criminal measures in their regard.
