الادارة الالكترونية و دورها في ترقية الخدمة العمومية

Résumé: تمثل الادارة مجموع الاجهزة المادية و الموارد البشرية التي تهدف لتحقيق المصلحة العامة، لكن بالنظر الى الواقع المعاش نجد أن الادارة كانت الى عهد قريب تسيير وفق آليات تقليدية و بالية جدا ، لهذا نجد أن العالم المتقدم يعتمد عمى الالات التكنولوجية عالية الدقة و على الرقمنة، وبالنظر إلى انتشار ظاىرة الفساد الاداري و المالي فقد عمدت الدول و الحكومات الى رقمنة الادارة و ايلاء أهمية كبرى للقرار الاداري الالكتروني لعصرنتها و تطويريها و تسهيل الرقابة عليها، ولهذا و لمكافحة وقمع هذه الظاهرة فقد استحدثت الدول و الحكومات عدة آليات لذلك ومن تلك الاليات آلية الحكومة الالكترونية لإصلاح الادارة و السلطة التنفيذية بصفة عامة لإحداث قطيعة مع التسيير التقليدي و لحوكمة الادارة مهما كان نوعها أو نوع الخدمة العمومية التي تقدمها احترما لحقوق الانسان و لديمقراطية الادارة و تعزيز الشفافية و الديمقرطية التشاركية و اشراك ذوي الشأن في القرارات المصيرية و محاربة الفساد بشتى أنواعها و تفعيل مبدأ المحاسبة و المساءلة و المساواة و سيادة القانون على الجميع لتجسيد مبادئ دولة الحق و القانون.Administration represents the totality of the physical equipment and human resources that aim to achieve the public interest. However, given the reality of life, we find that until recently, administration was run according to traditional and very outdated mechanisms. Therefore, we find that the developed world depends on high-precision technological machines and on digitization, and given Due to the spread of the phenomenon of administrative and financial corruption, countries and governments have decided to digitize administration and give great importance to the electronic administrative decision in order to modernize it, develop it, and facilitate oversight over it. Therefore, to combat and suppress this phenomenon, countries and governments have developed several mechanisms for this, and among those mechanisms is the electronic government mechanism. To reform the administration and the executive authority in general to create a break with traditional management and administration governance, regardless of its type or type of public service it provides, out of respect for human rights and the democracy of administration, enhancing transparency and participatory democracy, involving stakeholders in crucial decisions, fighting corruption of all kinds, and activating The principle of accountability, accountability, equality, and the rule of law for all to embody the principles of the state of right and law.
