Le Développement De L'etat Dans Une Société Libérale: Le Cas De La Grande-bretagne, 1830-1850

Résumé: كانت الدولة البريطانية في القرن التاسع عشر دولة جد "صغيرة" مقارنة بالإدارتين البروسية والفرنسية خلال نفس الفترة. إذا كان دور الدولة قد تطور فعلا بداية من 1840، فان ذلك لم يتم إلا تدريجيا وضد الرأي العام. كان هناك في الحقيقة في كل طبقات المجتمع البريطاني اعتماد جماعي على الذات، استعداد لمواجهة التحديات التي طرحتها المشاكل الاجتماعية والاقتصادية آنذاك، وهذا بدون شك هو التعريف الفعلي لمجتمع مدني نشيط. يعرض هذا المقال تطور الدولة البريطانية خلال الفترة المذكورة في العنوان رغم معارضة الشعب. ABSTRACT “The development of the State in a liberal society: Great Britain, 1830-1850” The British State in the 19th century was a very “small” one, compared to the Prussian or French administrations of the same period. If the role of the State did grow from the 1840s in Britain, it was only gradually and against public opinion. There was indeed in all classes a collective self-reliance, a disposition to respond by themselves to the challenges posed by the social or economic problems of the time, which is arguably seen today as the very definition of an active civil society. We will thus show how the development of the British State took place in spite of this defiance from the public, or, as the phrase goes, “by stealth”.
