دور سلطات الضبط الاداري في الحد من انتشار فيروس كورونا كوفيد19 في الجزائر.

Résumé: ملخص يعتبر هدف حماية النظام العام بمختلف مشتملاته من أهم الوظائف الأساسية التي دائما ما تسهر الدول على حمايتها من كل خطر قد يمس بسلامة الدولة و المواطنين، و نظرا لما شكلته جائحة كورونا كوفيد 19 من تهديد لأحد عناصر النظام العام و المتمثل في الصحة العمومية فقد كان لزاما على الدولة التحرك من أجل دفع هذا الخطر من خلال تفعيل إجراءات الضبط الإداري التي تتمتع بها السلطات الإدارية على مختلف المستويات ،وهذا ما كان حقيقة من خلال اتخاذ مختلف التدابير التي مكنت السلطات المركزية و اللامركزية من مجابهة الجائحة و وضعت تحت تصرفها جملة من النصوص القانونية و التنظيمية التي كانت محل هذه الدراسة شرحا وتحليلا خاصة ما تعلق بإجراءات الحجر الكلي و الجزئي ،وكذا إجراءات ضبط وتقييد حرية تنقل الأشخاص و المركبات ،بالإضافة إلى تقييد ممارسة مختلف النشاطات و التي كانت لها اثر جد ايجابي على مجابهة الجائحة والحد من انتشارها. Abstract : Protecting the general system with all its elements is regarded as one of the most important funtctions that the state has to provide so as to secure itself and citiizens from the different threats. Owing to the hazardous dangers of Covid 19 to one of the vital elemnents which is public health. It was compulsory for the state to react in order to put an end to this threats by applying the measures of administrative control that characterize the adminstartive authorities which enbaled both the centralized and decentralized authorities to resist the epidemic and put under its command a set of organisational and lawful articles which this study shed light on both in terms of explanation and analysis especially that concerned with total and partial quaratine in addition to the measures of restricting transportation of people and vehicles. besides limiting the different activities which had a positive impact to the fighting and elimination of the epidemic .
