Résumé: الملخص: يعتبر الفساد المالي أحد أهم الظواهر الخطيرة ، التي تهدد الدول و المجتمعات سواء كانت متقدمة أو متخلفة ، و لكن بدرجات متفاوتة ، و الجزائر كغيرها من العديد من الدول تعرف إنشارا و إستفحالا لهذه الآفة في جميع المجالات و القطاعات ، ما أثر سلبا على تحقيق التنمية الشاملة و المستدامة ، ويرجع ذلك أساسا لعدم توفير الظروف الملائمة لأجهزة مكافحة الفساد من أجل تمكينها من أداء عملها بكل إستقلالية، بالإضافة إلى عدم توفر الإرادة السياسية الجادة لمكافحة الظاهرة. Abstract Financial corruption is considered as the most dangerous phenomena, which threatens The different societies ( developed or not ) like the other countries , Algeria where corruption is spreading at a speedy rate in all the fields, this has refrained development and progress that are due to the lack of the tools facilitate fighting corruption, another reason that stops this fhight whi which has negativelch the serious political will.
