الجرائم السياحية وأنواعها : قراءة نظرية و مفاهمية

Résumé: تعتبر الجرائم السياحية من بين الجرائم المستحدثة لتعلقها بالنشاط السياحي أساسا وهي في نفس الوقت شكل جديد لأقدم جرائم عرفتها البشرية مثل الاتجار بالبشر في احد وجوهها. والجرائم السياحية متعددة جدا نذكر منها جرائم المنشآت السياحية والفندقية وجرائم الشركات السياحية وجرائم المرشدين السياحيين وجرائم النزلاء والرواد والجرائم السياحية التبعية وجرائم مباشرة النشاط السياحي .وبالتالي فالجرائم السياحية متداخلة لا محالة مع قوانين المحلات العامة والملاهي ومكافحة الدعارة والغش والتدليس وإقامة الأجانب والخروج من البلد وتنظيم مكاتب الوسطاء وتنظيم الإعفاءات الجمركية.......الخ .لذلك فقد ارتبط مفهوم السياحة دائما بمفهوم الأمن حيث حذر يوري فيديتوف مدير مكتب الأمم المتحدة المعني بالمخدرات والجريمة من أن السياح قد يساعدون، بدون علم في تمويل عمليات المهربين والمجرمين على استغلال عمالة الأطفال. هدف هذا البحث الي تقديم قراءة نظرية مفاهمية من شانها ان تتجاوز التعاطي الامني المحض مع المماراسات الاجرامية.اننا نهدف الي فهم اكثر لطبيعة الجرائم المرتبطبة مباشرة باي نشاط سياحي بمختلف انواعه رغبة في معرفة اكثر عمق لطبيعة المعوقات التي تمنع تطوير النشاطات السياحية. Tourism is considered the crimes of the crime novel to attach to tourism activities primarily at the same time ,a new form of the oldest crimes known to mankind ,such as trafficking in one of their faces.crimes tourism is very versatile ,among them tourist and hotel facilities and crimes tourism companies and crimes tour guides and crimes guests and pioneers . tourist crimes dependency directly tourist activity . Crimes tourist overlapping inevitably with the shops and nightclubs and the fight against prostitution and fraud and residence of foreigners in out of the country ,the rganization of brokers offices laws and the organization of customs exemptions .. etc. This studie will to classifay and analyse the differents kinds of tourisme crimes in order to know more.alone the security approch can not satisfy our objet.we must developpe a theorical and conceptual appproch from to learn more about a tourist crimes and tourisme security .So it has always been ssociated with the concept of tourism to the concept of security ,where Yuri Videtov Director of the United Nations Office on Drugs and crime warned that tourists may help ,without the knowledge of the financing operations of smugglers and criminals on the xploitation of child labor.
