Résumé: ملخص: إن سيادة الدولة القومية، أصبحت اليوم في خطر؛ إبان ظهور فاعلين دوليين جدد، كانت لهم أدوار طلائعية سجلوا بها حضورهم في المشهد الدولي، معلنون بذلك تقاعس حضور الدولة القومية في الحياة الدولية. وتعتبر المنظمات غير الحكومية، من بين الفاعلين الدوليين، الذين كان لهم هذا الحضور، والتأثير المباشر على السيادة القومية، لأن الرأي العام الدولي، قد ساهم بشكل فعال في إيجاد مجتمع مدني، وطني، ودولي، قادر على أخذ زمام المبادرة، ومزاحمة دور الدولة. وقد تجلى ذلك فيخوصصة القطاع العام، وإسهامه في صنع السياسة العامة بالفاعلية والدينامية المطلوبة، والمفقودة عند الدولة القومية في زمن العولمة. الكلمات المفتاحية: العولمة، السيادة القومية، الدولة القومية، المنظمات غير الحكومية، العلاقات الدولية. Abstract: Today, the sovereignty of the nation state is in danger with the emergence of new international actors who have played pioneering roles allowing them to mark their presence on the international scene, thus declaring the decline of the presence of the Nation-state in international life. NGOs are among the new players who have had this presence and who have a direct impact on national sovereignty, because international public opinion has actively contributed to creating a civil society, national and international, capable of taking the initiative and competing the role of the state. This was manifested by the privatization of the private sector and putting it at the forefront in the management of the world scene with the required efficiency and the dynamism expected that the nation state no longer possesses.
