حماية الأطفال خلال النزاعات المسلحة من منظور القانون الدولي الإنساني

Résumé: لم تكن المدن يوما محصنة من الحروب عند ما تندلع النزاعات المسلحة في المناطق المأهولة بالسكان ، وبالتالي يتعرض المدنيون بدرجة كبيرة لخطر الموت والإصابات والنزوح، وعند ما تستخدم هذه الأسلحة ضد الأهداف العسكرية الموجودة في الأماكن المأهولة فإن آثارها غالبا تكون مدمرة وعشوائية بالنسبة لغير المقاتلين. والوالقاعدة الأساسية هي أنه لا علاقة للأطفال بالنزاعات المسلحة، سواء كانت دولية أم غير دولية، لأن الأطفال لم يخلقوا ليخوضوا المعارك والحروب المسلحة، بل خلقوا لكلي يترارعوا ويتربوا في ظروف مناسبة تتناسب مع سنهم وطبيعتهم التي تؤهلهم لكي يصبحوا عضوا صالحا في الأسرة والمجتمع، في زمن النزاعات المسلحة تزداد انتهاكات حقوق الإنسان بصفة عامة وحقوق الأطفال بصورة خاصة، وتبدو تلك الحماية المقررة لحقوق الإنسان في زمن السلم غير كافية بل غير ملائمة وذلك نظرا لاختلاف ظروف الحرب عن ظروف السلم. Abstract Cities have never been immune to war when armed conflict erupts in populated areas; therefore civilians are at high risk of death, injury and displacement. When these weapons are used against military targets in populated areas, their effects are often devastating and indiscriminating for non-combatants. The basic rule is that children have nothing to do with armed conflicts, whether international or non-international, because children were not created to fight battles and wars, but were created to grow up in appropriate conditions commensurate with their age and nature that would qualify them to become a good member of the family and society. Armed conflicts Human rights violations in general and the rights of children in particular are on the rise, and such protection for human rights in peacetime appears to be insufficient and inadequate, given the different circumstances of war and peace.
