دور إدارة الموارد البيئية في المساهمة في حماية البيئة، الجباية البيئية نموذجا -دراسة حالة الجزائر-the Role Of Environmental Resource Management To Contribute To Environmental Protection, Environmental Collection An Example - Case Study Of Algeria

Résumé: تهدف هذه الدراسة إلى التعرف على مدى مساهمة الجباية البيئية في حماية البيئة، على اعتبار الجباية البيئية مفهوم يجمع بين الآليات القانونية والآليات الاقتصادية الكفيلة بالمحافظة على البيئة، وهي في نفس الوقت أداة فعالة لإدارة الموارد البيئية ووسيلة ردعية وقائية لتغيير السلوكيات البيئية للمؤسسات نحو الأفضل، وبالرغم من تأخر الجزائر لإصدار أول قانون للضريبة الخضراء سنة 1992 إلا أنها عرفت تطورات متباينة على مدار فترات زمنية متعاقبة. حيث تم القيام بدراسة تحليلية للجباية البيئية لعدة سنوات خلصت إلى أنها أداة فعالة للمساهمة في حماية البيئة، رغم قلة الاهتمام بها في الجزائر، خصوصا فيما يتعلق بترشيد اراداتها، استغلال الموارد الطبيعية ورقمنتها. This study aims to identify the extent of the contribution of environmental collection in the protection of the environment, considering environmental levy is a concept that combines legal and economic mechanisms to preserve the environment. At the same time, it is an effective tool for managing environmental resources and deterrent and preventive means to change the environmental behavior of institutions for more better, despite Algeria's delay in issuing the first green tax law in 1992, it has known different developments over successive.
