شروط نجاح اتفاق الشراكة الأورو-جزائري

Résumé: في سنة 2002 وقعت الجزائر رسميا إتفاق الشراكة مع الإتحاد الأوروبي، والذي دخل حيز التنفيذ ابتدءا من الفاتح سبتمبر 2005، تعتبر الشراكة إتفاق بين طرفين فأكثر لتحقيق أهداف معينة ومحددة الزمن، وترتكز الشراكة على الثقة وحسن النية بين الأطراف المعنية، وتتضمن الإلغاء التدريجي للرسوم الجمركية على مدى 12 سنة أي إلى غاية سنة 2017، قصد إقامة منطقة تبادل حر، وتقديم مساعدات مالية للجزائر من خلال برامج MEDA قصد تأهيل المؤسسات الجزائرية. إلا أن هذا الاتفاق يتم بين اتحاد أوروبي متطور تكنولوجيا وفنيا وماليا ومنتجات ذات قدرة تنافسية عالية، بينما نجد الاقتصاد الجزائري يعتمد على المحروقات (97% من إجمالي الصادرات)، وتشتغل طاقاته الإنتاجية أقل من 50%، كما أنه يعاني من مشاكل هيكلية وأزمات خانقة تعكس الظروف الصعبة التي تعيشها المؤسسات الجزائرية. In 2002, Algeria officially signed the partnership Agreement with the European Union, which came into effect on September 1, 2005. The partnership is an agreement between two parties and more to achieve specific and time-bound objectives. The partnership is based on trust and good faith among the parties involved. It includes the phasing out of customs duties over a period of 12 years, that is until 2017, in order to establish a free trade zone and to provide financial assistance to Algeria through the MEDA programs for the rehabilitation of Algerian companies. However, this agreement is made between a European Union developed technologically, technically and financially, with highly competitive products, while the Algerian economy relies on hydrocarbons (97% of total exports), with productive capacity less than 50%, it also suffers from structural problems and stifling crises that reflect the difficult conditions experienced by the Algerian companies.
