التهديدات الهجينة بين إشكالية التعريف وأنماط المواجهة
Résumé: يناقش هذا المقال شكلاً جديداً من أشكال التهديدات الأمنية وهي "التهديدات الهجينة" ، مع إدراج جوانب من "الإرهاب الإلكتروني" و"الحرب الإلكترونية" على خلفية التهديدات المستمرة التي تشكلها الجماعات المتطرفة في إفريقيا والشرق الأوسط، كما يناقش بعض المشاريع والتجارب حول مواجهة التهديدات الهجينة مثل البرنامج الذي أعدته كلية الدفاع السويدية،كما تركز هذه الدراسة على دراسة دور العقيدة الأمنية والمناهج التقليدية للحرب والسلام وتصوراتها التي يجب أن تتغير في المستقبل. This article discusses a new form of threats , The ‘hybrid threats’, with inclusion of aspects of ‘cyber-terrorism’ and ‘cyber-war’ against the backdrop of the continuing threat posed by radical Islamic groups in Africa and the Middle East. It also discusses the findings of an on-going hybrid threat project by the Swedish Defense College. This interdisciplinary article predicts that security doctrine, traditional approaches to war and peace and their perceptions will have to change in the future.
