الآثـار الاقتصادية للفساد المالي والإداري وجهود الجزائر لمكافحتـه -إشارة إلى ترتيب الجزائر في مؤشر مدركات الفساد-

Résumé: تهدف هذه الدراسة إلى الإحاطة بالإطار المفاهيمي للفساد بصفة عامة، والفساد المالي والإداري، مظاهره وآثاره المختلفة على وجه الخصوص، وبحثت في واقعه بالجزائر وجهود الدولة لمكافحة الظاهرة والتقليل من آثارها الإقتصادية. حيث أهتم الباحثون في السنوات الأخيرة بمسألة الفساد بمختلف أشكاله بالنظر لإنتشاره الواسع ، بل أن بعض قضايا الفساد أطاحت بحكومات، ومنها ما خلق اضطرابات داخل الدول؛ لما له من آثار على مختلف النواحي، ذلك ما يستلزم قيام الدول بمجهودات قصد مكافحة الظاهرة والتصدي لها. هذا ما جعل الحكومة الجزائرية تسارع في وضع ميكانيزمات لمكافحة الظاهرة والوقاية منها؛ أهمها القانون رقم 0-01 المؤرخ في 20 فيفري 2006، وكذا إنشاء الهيئة الوطنية للوقاية من الفاسد ومكافحته. الكلمات المفتاحية : الفساد، الفساد الإداري والمالي، الآثار الإقتصادية للفساد، جهود الحكومة الجزائرية، مكافحة الفساد. Abstract : This study aims at understanding the conceptual framework of corruption in general, and financial and administrative corruption, its manifestations and its various effects in particular, and discussed its reality in Algeria and the efforts of the state to combat the phenomenon and reduce its economic effects. In recent years, researchers have been interested in the issue of corruption in its various forms because of its widespread. Indeed, some corruption cases have overthrown governments, including the creation of disturbances within countries, because of its effects on various aspects. This requires efforts by states to combat and confront the phenomenon. This is why the Algerian government has accelerated the development of mechanisms to combat and prevent the phenomenon. The most important of these are Law No. 0-01 of 20 February 2006 on the prevention and control of corruption, as well as the establishment of the National Commission for the Prevention and Combating of Corruption.
