Résumé: إن الإعلام السمعي _ البصري يحتل مكانة إستراتيجية هامة لدى المجتمعات ، بسبب طبيعة التحديات التي يواجهها على مختلف المستويات القانونية و السياسية و الإعلامية و الإجتماعية و التكنولوجية ....الخ . ومن هذا المنطلق تهدف الدراسة الوقوف على التحولات الهامة التي عرفها الإعلام السمعي _ البصري في الجزائر، بعدما أقرت السلطات الرسمية فتحه على القطاع الخاص من خلال القانون العضوي للإعلام جانفي 2012 . لذا حاولنا التدرج في الحديث عن تطور الجانب التشريعي للإعلام السمعي _ البصري في الجزائر ، لنصل إلى المحطة التشريعية الهامة المتمثلة في القانون الخاص بالسمعي _ البصري في مارس 2014، معتمدين على رؤية تحليلية نقدية بهدف مناقشة إشكالية المفارقة ما بين الجانب التنظيري و الجانب الميداني ، لتتوج الدراسة بمقترحات لتنظيم هذا النوع من الإعلام الهام والمؤثر ، الذي لا يزال يتخبط في الفوضى و عدم الإستقرار . The audio-visual media occupies an important strategic position in societies, due to the nature of the challenges it faces at various legal, political, media, social and institutional levels...etc. From this point of view, the study aims to identify the important transformations that the audio-visual media has known in Algeria, after the official authorities decided to open it to the private sector through the organic law of the media in January 2012. Therefore, we tried to gradually talk about the development of the legislative aspect of audio-visual media in Algeria, to reach the important legislative station represented in the audio-visual law in March 2014, relying on a critical analytical vision with the aim of discussing the problem of the paradox between the theorizing side and the field side, to culminate The study presents proposals for organizing this type of important and influential media, which is still floundering in chaos and instability.
