الأنموذج السنغافوري في مجال مكافحة الفساد والوقاية منه دراسة تحليلية من 2010- 2020

Résumé: لقد استهدفنا من خلال هذا البحث إلقاء الضوء على التجربة السنغافورية في مكافحة الفساد والوقاية منه، والتي تعتبر من التجارب الرائدة على المستوى العالمي، حيث أصبحت سنغافورة تصنف ضمن الدول الأقل فسادا في العالم حسب مختلف المؤشرات الدولية للفساد وعلى رأسها مؤشر مدركات الفساد لمنظمة الشفافية الدولية، وهو ما مكنها من تحقيق تنمية مستدامة وشاملة، وجعل منها قبلة للاستثمارات الأجنبية المباشرة، ومركز تجاري عالمي، وبالتالي قوة اقتصادية عالمية بالرغم من قلة الموارد والإمكانيات الطبيعية التي تتوفر عليها. وتوصلنا في الأخير إلى أن من أهم أسرار نجاح هذه التجربة ما يلي: - الدور الكبير الذي لعبه مكتب التحقيق في قضايا الفساد مند إنشائه في سنة 1952 والذي منحت له الاستقلالية الكافية والصلاحيات والواسعة؛ - توفر الإرادة السياسية القوية لمكافحة هذه الظاهرة والوقاية منه؛ - ارتفاع الوعي لدى المواطنين بخطورة الظاهرة والمساهمة في مكافحتها؛ - الفصل بين السلطات الثلاث، والتركيز على وجود نظام قضائي نزيه ومستقل. رموز jel: . M4، K2 Abstract: In this research, we aimed to cover all sides of Singaporean experience in fighting corruption how to prevent it. This experience is concerned as a pioneer experience on the international level. According to a various international indexes of corruption , Singapora became classifying as the least corrupt countries in the world, on the top of this index is rational corruption index of International Transparency Organization .It led to achieve a continuous and a comprehensive development, also it made it as a place of foreign direct investments and an international commercial center as a result an international economic power although it has a few resources and a natural capacities which it has. At the end, we concluded that the main secrets of success of this experience as follows: -The investigating office has played a big role in the affairs of corruption, it was established in 1952, this office was given an enough independence and a big jurisdictions ; -To have a strong political will for fighting this phenomenon and prevent it; -The increase of consciousness between people because of the danger of this phenomenon and to share how to fight it; -The separation between three authorities and the focus to have an inprejudiced judicial and independent system .
